This comic satirizes the trend of "Seasonal Rot" (as the TV Tropes link puts it), where the general perception of an ongoing work's quality decreases as it continues. Garfield is popular for such accusations, and not without reason.

Here, Garfield himself is the one making these complaints about his own strip (which, unlike every other SRoMG strip, is untitled). The opening remark is likely a reference to mezzacotta proper - "I think this comic is going downhill" is the very first line of the very first comic (which, due to the comic's gimmick, was supposedly made on January 1st, 9999999999999 BC).
