Chip 'n Dale Rescue Rangers is sort of an update of the old Chip & Dale series. Where Chip & Dale took place in a world of anthropomorphic animals such as Donald Duck, CDRR, as it is often abbreviated to, takes place in a human-dominated world where animals generally do not speak to the humans, and small animals in particular, can't be properly understood by them without assistance. This series focuses on "a small, but efficient, battalion of do-gooders devoted to helping those in trouble." (Would you like to see their news clipping?) Their cases often start out too small for the police to bother with, but turn out to be tied into some mysterious happening that they are looking into.

The character in the first comic is Dale, the oldest friend of fellow chipmunk Chip (not shown in either comic). He is the more fun-oriented of the two, hence his use here. The original chipmunk liked to roll in mustard, prompting Garfield to wonder if this was a sting operation; here, Dale is only concerned if Garfield is related to Fat Cat, one of the major villains of the series.

The character in the second comic is Monterey "Monty" Jack, friend of the late (probably) Geegaw Hackwrench, father of Gadget (also not in either comic). He also appears to go back a ways with Zipper, a fly (geddit? geddit? Also, not in either comic). He has an intense cheese addiction, which tends to induce "cheese attacks" (in which he attempts to get to and eat all the cheese within his zone of perception) that often get the group -- or just him -- into or out of trouble. Thus, here, he's consumed all the cheese in the Arbuckle refrigerator's cheese drawer; unusually for him, he's left little I.O.U.s for the cheese's owner to find. He has a stereotypically Australian accent, and uses terms such as "croickey", possibly a euphemistic alteration of "Christ". He also has an intense dislike of cats, though this may have softened a bit by the end of "Catteries Not Included".

"Rescue Rangers, away!" is the group's catchphrase for departing to work on a case.

An "I.O.U." is an informal written statement indicating that its writer intends to pay a debt incurred, or at least make someone think they intend to pay the debt. Rather than being a pure acronym, it is a homophone for what it means: "I owe you."

I wanted to give a shout-out to Chip 'n Dale: Rescue Rangers, but I came up with two different ideas on how to do it. So, instead of only using one and discarding the other, I compromised.
