As the link provided by the author indicates, a "noodle incident" is an incident that is never seen or explained fully, but which the audience is left to assume was fantastically ridiculous or bizarre. Here, we see the result of the incident (Odie covered in something green, be it paint or something stranger) and are told how it started (Garfield giving Odie coffee), but are left to connect the dots for ourselves.
It is also implied that this sequence of events has happened before, since Jon jumps to the conclusion that Garfield gave Odie coffee.
The author's original intention would have resulted in a Sunday strip in which Garfield denied, using suspiciously specific details, painting Odie green. Odie would finally have bounced past, unpainted but high on caffeine, contrary to expectation.

Sort of a visual, in-progress Noodle Incident to brighten your day. Originally I was going to take the Odie from this strip and put it into the Sunday strip I got the green Odie from, but then I realised that this way would probably be funnier.
