The meme in question occurs during the climax of the OVA, when Sonic and Hyper Metal Sonic begin their final showdown. Sonic remarks that while Metal knows his every move, the reverse (that is, Sonic knowing Metal's every move) is also true—it's how Sonic delivers the line that seemingly brings it into meme territory. Veronica's inclusion is arbitrary.
The title is based on one of Sonic's taunts in the Super Smash Bros. series.

Taking one of the most tried-and-true examples of Take That fodder on this site and breaking the mold. The Sonic OVA is actually one of my favorite anime, but yes, the dubbing and writing is questionable. Still, cut Jon some slack, guys! At least it isn't [insert movie/TV show/anime you dislike here].
