This strip is essentially a standard-fare "Linguistics with Liz" strip, only using the Wingdings font as opposed to a foreign language. The Wingdings in the second panel translates to what one would expect from this running gag.
As the Wingdings font itself only appears in Microsoft-distributed products, at least one of the authors appears to have used similar Unicode characters in the transcript for the benefit of users of products that don't include the actual Wingdings font; it is currently unknown just how accurate the author(s) was at this due to a later site recoding effort turning that line into mojibake.
