Old CRT televisions used to have an adjustment (called Vertical Hold) to tweak the synchronisation of the broadcast signal to the electron beam's refresh rate. If this control was out of alignment, the TV would refresh the screen a different number of times per second than the signal was being broadcast, which would cause the image to "wrap around" the set. Since a lot of Garfield strips revolve around watching television, it seemed like a good idea to apply this to the strip itself. (And what annotation would be complete without a Wikipedia link?)
