In the original, the hurled object was a television set. Here, it's a Dyson sphere.
In the Star Trek: The Next Generation universe, a Dyson sphere is an engineering marvel: an enormous man-made planet wrapped around its sun-analogue. The Enterprise-D encounters one in the episode "Relics", thus the joke in the disclaimer about relics and artifacts, the latter of which is both a synonym for "relics" and a thing which can happen when image compression algorithms handle information in a way that's noticeable to the human eye as being "wrong".
The title is a reference to the trope "Up to Eleven", itself a reference to "This is Spinal Tap", wherein the band has speakers that have volume knobs which go up that high instead of just to the standard ten.
